Harbor Mobile (888-701-8816) stopped activating new accounts over a month ago leading to lots of speculation about their future. Last week Harbor announced on their Facebook Page that they are switching to reselling AT&T service instead of T-Mobile. Current customers can keep their current T-Mobile based service but all new activations would be on AT&T.
Harbor's Facebook post said that plans and pricing would be changing but didn't reveal what the new plans would look like or when they would be available. However, a customer who emailed Harbor about the changes got a reply with a tentative list of new plans which he posted on HowardForums. I emailed Harbor today and got an almost identical reply, except that mine says that the new service will launch Monday (presumably next Monday Aug 24, 2015). The email reads:

Although They have not launched, I can give you an idea of what the plan schedule will look like (tentative):
Please note all plans will include UNLIMITED talk and text.
$25.00 - 1gb of high speed data
$30.00 - 2.5 gb of high speed data
$40.00 - 4.5 gb of high speed data
$50.00 - 10gb of high speed data
There is a pending Tablet plan that will be available as well (not sure if it will be upon launch).
I called Harbor to see if I could get more information. The representative I spoke to confirmed that the new AT&T based plans would be available Monday August 24 and said that the plans would be as listed above. She also said that:
- All plans would have domestic roaming, including data roaming
- All plans would include unlimited international texting from the US.
- She didn't know if international roaming would be offered or not.
- Unlike the T-Mobile plans, music streaming will count against the data cap.
- The data cap will be a hard limit, unlimited 2G data will no longer be available
- Tablet Plan price and details are still not available
With these changes, Unless you need really AT&T coverage, Harbor Mobile's new plans don't look are not as good a deal as the T-Mobile based ones were. The only gain is AT&T postpaid coverage, including domestic roaming, at great price points. Harbor's T-Mobile plans also included domestic roaming, but AT&T with roaming offers even more coverage, especially 3G and LTE coverage, than T-Mobile with roaming. On the other hand, going with AT&T means no more unlimited 2G data and no more unlimited music steaming. I suspect that unlimited international text and 2G data roaming, which is a feature of T-Mobile postpaid, is gone too. For heavy data users the biggest loss is that the $50/month plan, which had unlimited, unthrottled data under T-Mobile will be hard capped at 10 GB/month on AT&T.
As a business reseller, Harbor Mobile service is only available to businesses. Single proprietors are OK, but Harbor does require new customers to supply an EIN or other verification that they have a businesses.
Update 8/24/15: Harbor's AT&T relaunch has been delayed until Wednesday 8/26. Plans will include unlimited calling and messaging from the US to Canada and Mexico but international roaming will not be available.
